I think this is not a Minneapolis issue, but given that Linda and Doug
Mann raised the issue, here's a response:

Reporter Joy Powell sat on the Capitol dome, where the security folks
were stationed, and where she had a good view.  She handcounted the
crowd.  She divided visually into sections and counted each section and
then toted it all up.  She came up with 17,000.  Then she went to the
state patrol and asked their crowd estimate.  They said between 15,000
and 18,000.  So her 17,000 seemed right on the money.
