Hello? In Minneapolis, virtually all commercial property that is leased makes the owner responsible for only the exterior walls and the roof. Tenants or lessees almost always pay for the modifications and rehab necessary to conduct their business.

Should the city council know something about how the city licensing departments work? Should city licensing departments have known about the moratorium the moment the council enacted it? Bristling Barb says, "I don't know how that administrative process works." It doesn't take a rocket scientist to figure out that there is no way a city department can know the council's will as the last echo of the "aye" votes fades in the council chambers. CMs should be at least somewhat aware of how their decisions are enacted, regardless of how long it takes.

Do we want such a clueless, careless and uncaring person representing us at city hall? I say: Hell no!

It would not be hard to make such moratoriums or other resolutions effective in 48 hours to give time for the message to get to the appropriate departments.
