While the board may have followed strict procedure for the majority to get their 
wishes, it does
not appear that the majority respected the application process that had been decided 
upon
(http://www.ilparks.org/minneapolisbrochure.pdf) nor did they respect the minority 
board members
by giving them a reasonable opportunity to assess the superintendent candidate.  
Smells like
bullyism.

Board procedure is not a substitute for interpersonal relationships.  If park board 
commissioners
are not working with each other, they are betraying the public trust.

Doesn't seem like there was ever a choice between process and a qualified candidate.  
There was
only a choice between working for group concensus or forcing the will of the majority, 
at the
expense of relationships and the ability to develop concensus in the future.

That's my take.  To be honest, I didn't know it was so disfunctional.  But now I am 
embarassed for
them.
