Ahh, it matters not whether they're returning to "their communities". What matters effectively, is whether or not we're doing "them" (the offenders) and "us" (society) a disservice by allowing it to occur.
You bring-up a good point however. In fact, I'd be willing to bet, even though I don't have the facts to substantiate it, that most of the overabundance of the concentration in "minority/economically disadvantaged neighborhoods", is due in large part to the availability of housing. In fact, I suspect that many of the offenders living in my zip code - 55411, do so because out of necessity. Try applying for an apartment in a more affluent neighborhood with that type of conviction hanging over your head. Try talking a relative from Minnetonka, or Edina, or the Kenwood neighborhood into going through the process of allowing you to live with them, instead of moving to Jordan, or Phillips.
In 55411, if you're alive, have a job (a requirement I believe as condition of parole for sex-offenders), you're in....
Sometimes, we have to look after the greater-good of all society and if that means inconveniencing some to to do so, so be it. I don't have the answers either, but I DO KNOW that concentrating 18 convicted Level III sex offenders in one zip code in Minneapolis, which has an unusually high concentration of minors to begin with, along with a mltitude of other socio-economic issues to deal-with, is NOT a good thing for society. Somethng about "breaking cycles" comes to mind.
