Frank, I've seen this recently in our development/test environment with webMethods. It was reported by a webMethods MQSeries adapter or one of its integrations. I found the problem to be within webMethods. The relationships between the various webMethods components was corrupt. I had the developer delete the existing integration and re-import it. Not really sure what caused the problem though.
