Is it possible to use this functionality in any way at present?  There is
quite a detailed description in the 'Working with Messages' book (pp 25
-26) and the Control Centre seems to fully support the definition of values
and their assignment as various types of constraint to elements.  The
documentation however also states '..These values are not validated by the
broker during runtime.  For more information how these values are used see
the Control Centre online help.'   The CC Help has additional information
about creating and adding value constraints but I cannot find any
information about how they are used.  Similarly the redbook 'WMQI
Deployment and Migration' refers to value constraints but adds the comment
'....this is primarily for documentation purposes as currently (my bold)
the broker does not perform runtime validation.'
