I reckon it depends on configuration, ie, if you have MQclients connecting using client connections.
I found that it takes longer to stop the QMGR with inetd as the amqcrsta (TCPIP Receiver channel & Client Connection) allows clients to connect as you have to be root to stop inetd.
where as with the listener, as mqm , you stop it and nobody can connect.

According to a link from IBM I found on their web page - Inetd is better prior to 5.3 and MQ listener is better from 5.3
