Not sure who this question is directed to but I would say quite definitely
yes.

SYSTEM.CLUSTER.REPOSITORY.QUEUE - This stores information about the
definitions in the clusters. The alternative would be to have to have the
definitions resent from the remote Queue Managers everytime you recycle
your QM.

SYSTEM.AUTH.DATA.QUEUE - This stores security information about your WMQ
objects. Do you really want to reset all your security attributes everytime
you restart your QM.
