The allowed characters for an MQ object name (including queue managers) are from the 
System Administration Guide:

o Uppercase A-Z 
o Lowercase a-z 
o Numerics 0-9 
o Period (.) 
o Underscore (_) 
o Forward slash (/) (see note 1) 
o Percent sign (%) (see note 1) 

Notes: 

        1. Forward slash and percent are special characters. If you use either of 
these characters in a name, the name must be enclosed in double quotation marks 
whenever it is used. 

        2. Leading or embedded blanks are not allowed. 

        3. National language characters are not allowed. 

        4. Names can be enclosed in double quotation marks, but this is essential only 
if special characters are included in the name.

So, accented characters are not (or at least should not be) allowed (Note 3).

Lower case objects names are definitely allowed, but not recommended.
