There are no Targets in this config file. That's why you are not getting an results.
I use rrdtool for data storage so I don't know about base png and html files. How did you say you created your config file? Oh, I see "cfgmaker shadowfax.mordor.x". Well, I don't actually use cfgmaker so I can't help you there. You need to have at least one line that starts with a key word of Target.
