Ok yes that contribution report is useful. It seems to put users with the most attachments at the top I guess to indicate contributors who are not yet committers. I guess we can copy hadoop and in commits from contributors use MRUNIT-num: jira title. Contributed by name.

Seems like we are currently doing this on a per person basis. Not sure
how
to enable it in general for new users and groups.
