I don't see what would be hard about that.  Should be just a matter of 
looking at the next segment.  For example, if you're currently on a 
chord or rest in a segment at tick "t", and you can see that it's an 
eighth note, then look at the chord or rest in the next segment. If it's 
shorter than an eighth, don't swing.  Also don't swing if the chord *at* 
segment t is shorter than an eighth.

I'll update my document with more specifics.  Feel free to comment 
further there using the Google Docs comment mechanism, and then I can 
update the doc in response.
