A MSEide binary and the MSEgui source
 should be enough?

Really, even the binary isn't needed - the Win-32 installer builds the
IDE & tools from the sources.
But the DEBIAN guys claim that compiling/building should NOT be a part
of package installation. It seems  to be the rule - the only
DEB-package known which complied at installation time is LIBC's
LOCALES. This limitations is very painful as to LAZARUS & MSEGUI &
FPGUI since FPC needs exact unit version match.
