Try giving the 'everyone' group Full Control access of the folder/share in which you're trying to make the wim. The last time this happened to me, that fixed the issue. it turned out to be some strange permissions setting if you're using the account that was used to install the site when you try to create the WIM. I never chased down why it was an issue, but the everyone/full control switch worked for me. Yeah I followed Johans post. ADK 8.1, MDT 2013, configure config mgr integration. Removed and readded to be safe. Only thing I noticed was the CPU was pegged for most of the build at 100%.
