It's not hardware inventory but state message that send these details. I don't remember the exact details but you can check the SCEP related logs for more details. It's uses fast channel state messages to get that back to site servers.

I have forced a hardware inventory and machine policy refresh, but this does not appear to be causing the SCEP information to get sent back up.
