Evidently not. First thing I would do is to look at the membership a different way, such as a report (one in Software Distribution - Package and Program Deployment Status) or SQL query, which are realtime. The Deployment Status is not live. It is Summarized and the summarizations are scheduled.
I further suggest using the Collection Evaluation Viewer in the SCCM 2012 R2 Toolkit, downloadable from Microsoft, to get a better look at the queries behind the collection. Finally, trace the collection refresh in the log, Colleval.log on the site server. We are running 1511 and have not seen this issue.
