Most PC's sold in the netherlands use the standard US/international
keyboard layout (QWERTY, '@'-sign above the '2'). However, there is
a dutch keyboard layout, too, which is - IMHO - a real pain in the (*).
Some of the larger PC manufacturers (Compaq, IBM) sell PC's with dutch
keyboards. They do have the standard QWERTY-layout, but place a lot of
symbols on other keys.  Check your PC keyboard, if it looks like what you
are used to, it's most probably US/international ;-)

AFAIK, there are no dutch MSX BIOS versions. The 8250 I have at home
at least has a normal US/international keyboard...
