        I don't think we will ever need two .inis in a single
package, so this solution can work. The name of the ini file
can be the same as the GameID, so in the case of 
Penguin Adventure we would have a penguin_adventure.msx
containing:

        penadv.ini
        penguin.rom
        sshot.png
