The udev rule should call /usr/sbin/pcscd --hotplug (this will send a signal to the already running pcscd) and pcscd should rescan the USB bus to find the new device.
I figured it out... But why I cannot call pcscd --hotplug while pcscd is running in order to make it rescan slots? And I don't think the udev event is received by the rule.
Are you using the new CCID driver?

Done in revision 2322. What is the problem if the ccid rule is run before udev default rules?
Defaults will not be applied... You need a good reason to apply <=50
It is done like this on Debian. I think each Linux distribution has a different way to configure/use udev. So trying to provide a solution for everyone is not possible.
