I have not gone back to see when it snuck in yet, but the problem is simple: the <resource-type/> in the wsn-consumer muse.xml file does not have the use-router-persistence attribute. If you add the attribute like so: <resource-type use-router-persistence="true"> everything works again. Sorry for that, I will fix it in SVN.
