The RFC period for this proposal[1] has passed, and so it moves on to RFV. The RFV period will end on Wednesday, 2010-12-1.
Since the opening of the RFC, some text was added to explain in more detail where and when to use the non-generic punctuation characters. Some text was taken from Paul C. Bryan’s version for describing when it’s OK to use the generic characters. The character list was broken out into a definition-style list instead of describing them in paragraphs.
