JASRAC IDs were added specifically because JASRAC does not always assign
ISWCs to works.

A number of works in the MusicBrainz database have JASRAC IDs, but do
not have ISWCs. Many others did not get ISWCs assigned until weeks or
months after the work was initially added to MusicBrainz.
