Theoretically, yes. Public Domain is accepted by Mutopia: http://www.mutopiaproject.org/legal.html However, in this particular case, I'd be extremely careful. Debussy is not Public Domain in France (yet), and since Mutopia's website may be accessed by French people there could be a potential legal threat here.
