I've read a similar complain in the lilypond-user list.
IMO, the peer review should be public and we need some users, possibly 
expert ones, who can review the commits and push it to the central 
repository.

We should use git and possibly github pull requests to avoid duplication 
of work.
I've started from a simple piece just to see what it will go on:

I'm ready to contribute and also to review what I can.
I'm not an expert but I'm happy to help.

Let's find a way to open the contributions!
