#3649: Sorting by 'To: ' does not work right

These messages are all 'To: ' the same user.
However, when intermixed with hundreds of other
emails, sorting by the 'To: ' address using the
'o' - t('o') key sequence, mutt doesn't group
all of them together.
It seems like mutt needs better parsing of
the t(o) and (f)rm fields.
Here, in no order and grepped from a Maildir, are all the
variations of one particular address... for which some
variations (the XXX's) grouped together, but not with
the remaining variations (that also did group together).

To: First Last <[email protected]> XXX
To: other <[email protected]>
To: "[email protected]" <[email protected]>
To: <[email protected]>
To: [email protected]
Further the UI stripped the quotes from the
former XXX when in 'h'eader display mode,
which I think should instead be a raw display
(no stripping).
