It isn't an internet standard, but RFC 5322 allows optional fields, and
User-Agent is of common usage.
And concerning the leaked information, as long as fingerprinting is
possible for messages sent by Mutt (e.g. on the Message-ID format, but
also the default attribution line), I don't think there's much point to
hide the User-Agent header ''by default''. Also, note that since most
MUA's include such a header, not giving one will also give some
information.
