This is the default, but the user can choose. More importantly,
the machine can crash or there could be a loss of power when you
are composing a message. And this would probably occur more often
than with the Fcc issue (which is already an exceptional case).
That's why I've used "set tmpdir=/var/tmp" since at least 1998.

Then it seems that either most users change $tmpdir (not ideal
because it affects even cache-like temporary data in Mutt, i.e.
which may be lost, but that's currently the best solution) or
they don't care about losing the mail they are composing,
otherwise bug 3236 would have already been fixed:
