#3934: mutt erroneously reports "<mailbox file> is not a mailbox." when no read
permission

mutt 1.8.2, and the latest snapshot, incorrectly report "<mailbox file> is
not a mailbox." when there is no read permission on <mailbox file>. mutt
1.6.2 correctly reports "<mailbox file>: Permission denied (errno = 13)".
Problem appears to be in mx_open_mailbox(), in mx.c, and is present in
mutt built on SCO OSR6 and ubuntu 12.04.5 LTS.
To reproduce:
mutt -f <any mailbox with no read permission>
