Some additional info on this report.
If the mailbox file specified in the mutt command line is empty, mutt
correctly reports "<mailbox file>: Permission denied (errno = 13)", but if
the mailbox file is non-empty, mutt reports "<mailbox file> is not a
mailbox.". In both cases there is no read permission on <mailbox file>.
