The doc/Muttrc file contains a <f1> keybinding to view the manual using
less, which I think many distributions include in the system muttrc. The
overstrike provide bold and underline and so makes the manual easier to
view.
I don't feel strongly about it, but I wanted to point out that this change
would not be without user-visible impact. Some users would notice and
complain about the change.
