 (rather than editing) it? The current file seems to work fine to view the
 file in less, more, cat, etc.
 That may be your usual workflow, but I don't think it's typical. In all my
 years of using mutt, this has never been a problem for me (or anyone else
 I've heard from on the various mailing lists etc.)
 For that matter, I've never had a need to open the manual page as a text
 file, I'd usually just run `man mutt`.
