Correct; it means either "implemented" or "will not implement".

But people was suggesting to close issues meaning that others
are welcome to implement them. That's a contradictory message.
The most recent item I closed (regarding POP3 client support) was
several years old and noone had indicated interest. I don't
remember, was it from 2021? Anyway, after x years it's safe to say
that the current contributors will not implement that.
But of course others are welcome to implement it: In open source,
your lack of desire to work on POP3 doesn't prevent others from
working on it.
In another project I picked up a bug that was first reported
twelve years before I started working on it. The people who worked
on that project during those twelve years weren't interested
enough to work on that particular bug, but their interests don't
determine how I use my time.
I don't see the contradiction.
