In addition to the suggested method of using ";" before "s", you
can also add this in your .muttrc:

set auto_tag

This will make commands apply to all tagged messages, if there are
any.  (Or only the next command after tagging commands?  The manual
is a bit unclear on this.)  It's a good way to get "elm-like" behaviour
if that's what you want.  I tried this when migrating from elm, but
actually discovered that I liked using the tag-prefix command better.
