It's probably a permission problem.  What are the permissions on
/var/spool/mail and the mailbox file in there?

Also, I don't remember in which version but some time ago I think Mutt
switched to the suid dotlock program, thus avoiding the need to have
the actual Mutt binary to be suid root.  Maybe this is the problem
here..?

In any case, I think it very likely that for some reason your Japanese-
enabled Mutt doesn't have the permission to modify your mailbox file,
for whatever reason.  Either it needs to be suid root (or sugroup mail),
or the dotlock helper app is not longer suid root, or something like
that.
