Most do - but the "webmail with a mutt like interface" is a lovely idea, sort
of (especially when people are behind "port 80 only" corporate firewalls and
forced to use outlook)
Granted, m-net.arbornet.org does offer a browser based telnet client (java
applet) ...
A webmail package with a mutt like interface does sound great :)
