 I presume this is a typo, and you really mean 1.3.22i.

 The solution is to use1.3.22.1i.

 You need to upgrade your gpg.rc with the one from the mutt distribution
 you are using.

 Minus the typos, are you really trying to upgrade from 1.3.22 to 1.3.22.1?
 Or are you using 1.3.2 and diff-1.3.22-2.3.22.1? Hard to tell, and the latter
 would definitely fail like hell.
