Ah, sorry, it is a thing of my own. But any external-to-mutt db might do if it lets you tag or group addresses. Mine is a particular flavour of CSV, with an associated tool and some handy edit tools. My mailfiler knows how to consult it, so I get to use these groups in mail filing and also in mutt config.
