I believe this is normal behaviour for the MediaMVP since it cannot
actually do any transcoding from PAL to NTSC, the Hauppauge software
will refuse to play the file complete.

Assuming you have mvpmc configured to use VLC, my suggestion would be
to rename your PAL mpegs to .avi which might permit VLC to transcode
the file to NTSC format for mvpmc on-the-fly.
