Are you using the MVP with the SCART jack or with s-video/compostite. If it was previously owned by a NTSC you might have to load the Hauppauge software to configure it properly for PAL. You don't actually have to run more than the setup stage so performance isn't an issue, although you do need Win2k or higher. Also do you have the same problem on both s-video and composite outputs? I've had some troubles getting PAL out of s-video but never out of the composite.
