This is probably the reason  that the dongle.bin.config file isn't
loading, but the error is with your Window guest account or with the
file itself and not with Linux.   The biggest problem is that people
treat the guest windows account and the guest share the same, but the
guest windows account is different and can remain enabled.

Another common problem on XP Pro is Simple File Sharing is disabled.

Some quick checks from the Windows command prompt

1. To check that you have the mvpmc share set up type

net share

2. To see if th folder/resource that is shared has quest access type
cacls c:\somefolder

3. Do the same for the file
cacls c:\somefolder\dongle.bin.config
