According to the wiki, I'm suppose to use port 16869 instead of the standard 
port of 69. /etc/rc.local has this line: 

/usr/sbin/in.tftpd -l -a 192.168.1.4:16869 -c -s /var/lib/tftpboot &

/var/lib/tftpboot is where the 3 required files are located. 

Apparently, there's a difference between in.tftp and tftp. I'm not sure of 
which one I really need to use. tftp is set up as an xinetd service on my 
system and it is enabled. /etc/services indicates that tftp should run on 
port 69 and my firewall is set to accept connections to that port as well as 
16869.
