I found that I needed to change /etc/services to 16869 for the tftp port as
xinetd will only listen to the port which matches the service description
tftp-mvp 16869/tcp # tftp for mvpmc
tftp-mvp 16869/udp # tftp for mvpmc
My /etc/xinetd.d/tftp-mvp
