I'm not sure what atptd is. Is this the tftp daemon you're using? If it can't open port 69 then that probably means that something else has it open. Are you using inetd to start and stop your tftpd? I'd recommend verifying that you can download the mvpmc software with a tftp client running on another system before trying to get it working on the MVP itself.
