Technically, all the outlines one ever uses can be contained within one. 
This is the philosophy of the workflowy.com web service, and the 
LifeBalance application from PalmPilot days also enforced this. This means, 
in theory, the limit to ten files is not really a limit.

However, some (including me) like the freedom to set up individual, 
discrete outline files containing as much or as little as we like.

In the case of MLO, I have experienced synchronization error issues which 
were not fixed, and these errors occur more often in larger and more 
complex outlines, so until I have more confidence in MLO synchronization 
reliability, I like to reduce my risk by using more, but smaller, outlines.
