I do not understand your question about 'which programs actually own your
"downloads" folder'. The folder 'Downloads' is created by Windows and it is
recognised by Windows since it was placed in 'Favourites' by default and it
has a special icon by default. I have full control permission. No application
does any activity inside the folder because it can be deleted and Process
Explorer does not show anything related to the folder. If I delete it, no
other application has any problems at all.
