Follow-up Comment #3, bug #17981 (project mypaint):

There's already a way to duplicate layers in MyPaint, it just isn't intuitive
or immediately obvious.

1. Click the layer to duplicate
2. Layers → Copy to clipboard
3. Create new layer
4. Layers → Paste clipboard (replace layer)

It works, but there's a risk of obliterating the wrong layer in the process,
so a button or menu item to do it for you might be better.

Not necessarily true; there are times when it's useful to keep that layer
stack of previous versions around.  I sometimes keep multiple old versions of
a layer visible at low opacity (~10-20%) for quick comparison, for example,
using the previous layers as both reference of changes and as an undo stack if
I don't like what I change.  Basically, ghosts of last couple versions.

In addition to the undo stack example, another use case for layer duplication
is darkening lines.  For example, using one of the pencil-like brushes, you
can duplicate the layer to get darker, stronger lines, and then do some eraser
work to lighten parts of it selectively -- or just change layer opacity of the
second layer to adjust it uniformly -- if needed.  Merge the two layers when
you're happy with the result.  (Real-use example: I did this a few days ago)

If MyPaint gets support for layer blending modes, that's another good reason
to make layer duplication easier; there are a lot of things you can do with
duplication+blending modes.
