Follow-up Comment #3, bug #18423 (project mypaint):

visible all the time. You really should not need to toggle it all the time
while painting.
As an entry under the brush menu, perhaps? Then it could be set to a
keyboard shortcut by anyone that uses it frequently. Optionally, change the
brush icon colour based on mode for a visual indicator.
