I think that's more of a hackish use of the scratchpad than its intended
purpose. The pad's great for things like doing colour blending, or holding a
temporary palette, but it's also useful for more than just palette stuff.
It's very clunky as a palette, but is a great place to do rough thumbnail
sketches, which I think is a pretty common practice. It's also good for
testing other things like brush interactions without affecting the main
canvas.
It's a fairly unique feature in MyPaint, and I would personally hate to see
it turn into a clunky palette tool instead of getting a separate palette
feature that plays nicely with Gimp. :)
