Follow-up Comment #1:
I'm marking this as a wish against 1.0.0, since that's the latest stable
release and in current git we actually have some partial support for simple
layer translations.
Current situation, as of git ab1c617e: there is a prefs option to bind
shuffling the current layer around to a [key + ]mouse button + drag
combination. This ought to be fairly helpful, since it can be combined with
layer clone, eraser, and merge down to allow you to move just a bit of a
drawing you like.
Obviously I don't want to do anything destructive using such direct
interactions.
Really we need a reworking of the way the user interacts with the canvas and
some (lightweight, understandable) modes if we're to ever to consider this:
see bug #18574 for some rough thoughts.
