I just thought of something else:
It's possible (but probably unlikely?) that a user will choose to scons
install to a user-writeable directory, and thus won't be running the install
command as root. (For example I have a personal bin in my path, ~/files/bin,
for things like Alchemy)
In a case like that, or any other odd location that isn't already in
ld.so.conf, the only workable location for the file would be to put the lib in
PREFIX/lib/mypaint.
